The $3.5 billion in funding comes from $2.5 billion of military housing funds for continued housing subsidies to military personnel; $1.4 billion of research, development, testing and evaluation funds, mainly for wages to the U.S. Army and Air Force personnel, which is typically used to fund military research; and $1.4 billion from the U.S. Department of Defense’s purchase account for building naval ships, mainly for paying U.S. Navy and Naval Corps.

Newsweek mentioned that this is the second time since the U.S. federal government's "shutdown" that the White House has misappropriated funds to ensure that soldiers can receive wages. But it's unclear whether officials are willing or able to divert funds again to pay the salaries of the 1.3 million active-duty U.S. military personnel. Earlier, according to a report by ABC on the 15th of this month, the U.S. Department of Defense confirmed that in order to avoid the suspension of military salaries due to the government shutdown, the United States has used about US$8 billion in the Department of Defense research and development funds to pay military salaries.
