$31.7 million case in a park in Phnom Penh, Cambodia, 34 people were sought

According to the Khmer Times, the Singapore Police (SPF) issued a notice on October 29 stating that a total of 27 Singapore and 7 Malaysians were wanted on suspicion of participating in a Cambodia-based transnational fraud group. The gang committed fraud mainly by impersonating Singapore government officials, involving a total amount of SGD 41 million (approximately US$31.7 million).

Police pointed out that the fraud group was involved in at least 438 cases, and the victims were all Singapore citizens. After investigation, this criminal network was found to have had a fraud base in Phnom Penh, Cambodia for a long time, committing remote fraud through telephone and online means.

According to police reports, the identity of the suspect involved in the case was confirmed after a joint law enforcement operation between the Singapore police and the Cambodia National Police on September 9 this year. The operation targeted a suspected fraud den in Phnom Penh, and Cambodia arrested many people involved in the case on the spot.

After the Cambodian operation, Singapore police quickly launched a simultaneous investigation locally and arrested 15 people involved in the case between September 11 and 12, including 12 Singapore, 2 Malaysians and 1 Filipino. The suspects have been charged with participating in the activities of an organized criminal group.

Subsequently, through the evidence collected in Cambodia and further investigation, the police confirmed the identities of 34 other suspects-including 27 Singaporeans and 7 Malaysians. These people are believed to be engaged in fraud activities in the same fraud park in Phnom Penh.

The Singaporean suspects wanted include: Ng Wei Liang, Andrew Tay Jing An, Finan Siow, Francis Tan Thuan Heng, Jonathan Pek Ser Siang, Lam Yong Yan, Leon Chia Tee Song, Lim Ee Siong, Wong Yao Zong, Clarence Ng Jun Rong, Dilwin Tay Meng Wei, Dinesh, Kiang Wayne, Lam An Tuyen Daniel, Lim Jing En Kyan, Neo Zhi Bin, Ngiam Siow Jui, Phua Sheng Kai Audric, Po Sim Yang, Ting Zong Yuan, Tan Darren, Kai Siang, Tan Li Sen, Wayne Soh You Chen, Xavier Kho Yong Jun, Lee Jian Jayen Fa and Sie Hao Brian.

The wanted Malaysian suspects include: Tang Soon Fai, Kang Liang Yee, Tang Soon Wah, Hoe Ming Wei, Pang Han Ee, Bernard Goh Yie Shen and Yip Chee Hoe.

Singapore police said they are cooperating with police from many countries, including Interpol and other international law enforcement agencies, to make every effort to pursue fugitives.

The police said: “No matter where these criminals are, the police of Singapore will use all means to bring them to justice.”

The police appeal to the public to call the police hotline 1800-255-0000 (in Singapore) or +65 6255 0000 (overseas) if they have any information about the whereabouts of the above-mentioned suspects, or to submit clues anonymously through the Internet. Police ensure that all information will be kept strictly confidential.
