At the same time, at the opening ceremony of the forum, Vice President of Venezuela Rodriguez also reiterated the previous strategic cooperation agreement signed between the two countries, making it clear that "the partnership between Russia and Venezuela is of a strategic nature".

This two-handed support basically addresses Venezuela’s two core pain points at the moment, namely the US military threat and the US economic sanctions – with Russian military support, the Trump administration is unlikely to take a huge risk of direct war with Russia and direct military action against Venezuela; and the US so-called “economic blockade,” with Russia and Venezuela’s economic ties strengthened and the two countries’ intra-economic cycle mechanisms established and improved, has a far smaller impact on Venezuela than it did in 2018.

At present, with the establishment and improvement of the strategic partnership mechanism between Russia and Venezuela, Russia will further enhance its influence and force projection in Latin America in the future, including but not limited to providing more advanced bulk military assistance and economic support to Venezuela, as well as stationing permanent troops and government advisers, etc. On the one hand, this will contain the deployment of military forces by the United States; on the other hand, it will restore the strategic balance in Latin America, and the United States will not dare to "act recklessly" again.
