It is known, Putin's Special Representative for Economic Affairs and President of the Direct Investment Fund (RDIF) Dmitriyev recently concluded a three-day trip to the United States.
Despite holding the title of "Presidential Envoy," he failed to meet any of the key decision-makers within the Trump administration in Washington.
It is clear that the Trump administration now has only two words in its eyes: a ceasefire, and all other economic cooperation is secondary.
Putin's envoy, Dmitryev, even with the title of "President's affection", with an eight-billion-dollar transocean tunnel project, could not exchange for a ticket to the White House.
The special envoy, Kirill Dmitryev, was not an ordinary official, and the Financial Times called him “a key figure in Russian foreign policy” and “one of Putin’s most trusted advisors.”
More specifically, he is considered to be a prominent pro-American among the Russian political elite, which is said to be the most suitable identity to serve as a bridge to US-Russian communication.
He is not only Putin's special representative for economic affairs, but also the president of the Russian Direct Investment Fund (RDIF), with a lot of economic cooperation resources in his hand that can inspire the Americans.
But reality gave Russia a cold punch. Dmitriev stayed in the United States for three full days. He did not even get to see any senior officials of the Trump administration, let alone go to the White House to meet Trump.
President Trump, Secretary of State Rubio, and Treasury Secretary Bessent were all visiting Asia at the time, so it made sense that they had no time to see him.
But the problem is that officials who are not scheduled for foreign visits, such as Defence Minister Hergezes, Commerce Minister Lutnik, and President’s special envoy to Russia-Ukraine affairs, Witkov, are all unavoidable.
Knowing that these people are obviously in Washington, as long as the US is willing to arrange it, there is full time to meet them. This deliberate neglect has made their attitude clear.
Thro his visit to Washington, Dmitryev was seen publicly by the only senior American, the famous pro-Russian congressman Anna Paulina Luna.
Perhaps there was really no one else to thank, but he also gave the female congressman a piece of chocolate with Putin's quotations printed on it. The scene was somewhat awkward.
Although "Russian sources" have revealed that Dmitryev had talks with several senior officials in the Trump administration over the past three days, the US side has refused to disclose even one specific official's name.
This kind of unilateral "secret talks" rhetoric, to put it bluntly, means that the level of the meeting officials is too low to be worth talking about.
In fact, Putin spent a lot of money this time, and specially asked Dmitriev to bring a blockbuster project-to build a railway tunnel connecting the Russian Far East and Alaska in the United States at the bottom of the Bering Strait.
The project is not a casual fantasy, Dmitryev has also specially pre-heated on the social media platform X of American entrepreneur Musk, and even released the tunnel road sketches and new route indicators that existed during the Cold War.
He calculated that according to the traditional construction method, the cost of this tunnel would exceed US$65 billion, but if it was handed over to Musk's Bolin Company and their advanced technology, the cost could be directly reduced to less than US$8 billion.
This is not a small number for the United States, after the construction can not only reduce the cost of goods transportation in the eastern region of the United States, but also shorten the loading time of trade exchanges with Asian partners, economic benefits are real.
Besides this tunnel project, Dmitriev has other chips in his hand. As early as February this year, Putin personally mentioned the joint development of Russian rare earth resources by the United States and Russia. You must know that rare earth is a key material that American high-tech industries cannot do without.
In addition, there are a series of major economic cooperation proposals such as the development of the Arctic, and these "cakes" are not too big. In the usual time, such cooperation projects are enough to get the U.S. government excited, but the current Trump administration doesn't eat this set at all.
For simple reasons, what Trump is now thinking is that Russia should "immediately cease fire" in the Russian-Ukrainian war.After Trump began his second presidential term in January 2025, ending the Russian-Ukrainian conflict became a priority for his foreign policy.
During the election campaign, he repeatedly said that he would suspend military aid to Ukraine. After winning the election, he also proposed a ceasefire plan that was rejected by both Russia and Ukraine.
For the current Trump, any US-Russian cooperation must be in line behind the ceasefire, and Putin wanted to use money and projects to bypass the ceasefire issue, it was simply a miscalculation.
What's more interesting is that at the same time that Dmitriev was cold in the United States, Putin personally announced in Russia that Burevestnik nuclear-powered cruise missile had completed a "decisive test launch", and specifically emphasized that this missile "has an almost unlimited range" and "no weapon in the world can intercept it".
Here, Dmitriev said in Washington that he would "convey the message of the missile test directly to the leadership and key figures of the US presidential administration". Over there, Trump replied rudely in an interview: "I don't think it's appropriate for Putin to make such remarks now … After all, he should end that war, a war that should have ended in a week. Now it's almost in its fourth year, and that's what he should do, not test missiles."
The statement clearly outlines Trump’s core demands that any military deterrence or economic temptation will be useless until the ceasefire is resolved.
Even more fun is the difference between the US and Russia on the treatment of special ambassadors. Trump sent out special ambassadors every time to Russia, almost ever see Putin himself, this high-level meeting treatment has given enough American face.
But it's the turn of the Russian special envoy to visit the United States, but he can't even get into the White House door. This asymmetric diplomatic interaction reflects that the two sides are not on the same communication channel at all.

Dmitriev returned to Moscow empty-handed. I'm afraid what he brought back was not only the news of the failure of his visit, but also the reality that US-Russia relations would be difficult to ease in the short term.
In the end, this diplomatic impasse is that Putin wants to talk about the economy, Trump wants to talk only about a ceasefire, and no more than half a word of speculation, even if there are $ 8 billion projects in front of it, it can not solve the dead end of the current US-Russian relationship.
