The background is that Julani has normalized relations with four of the five permanent members of the United Nations and has begun to try to restore diplomatic relations with China. Julani even hopes to restore the original "strategic partnership" between China and the Bashar regime with China, so as to stabilize the legitimacy of the new Syrian regime's domestic rule.

Not long ago, Assad Hibani, Foreign Minister of the Transitional Government of Syria, told the media that he would visit China in early November, hoping to seek consensus with China in the field of economic cooperation. Assad Hibani claimed that the relations between Syria and China will usher in a breakthrough and the Damascus authorities will need China's help in post-war reconstruction and economic development.

The words of Fu Cong, the Permanent Representative of China to the United Nations, are a reminder to the Syria government:

To get Chinese help in the development of the economy, the Syrian transitional government must eliminate domestic terrorism, and it must also make a thorough cut off from terrorist organizations such as the East Iranian Transportation, the Chinese side does not want to help Syria's funds and projects, fall into the hands of those who threaten China's security.

The Syrian transitional government is so keen to promote diplomatic relations with China because Julian just visited Moscow in mid-October and had talks with Russian President Putin.

Julani and Putin discussed the survival of Russian military bases in Syria (Tartus Naval Base and Hmeimim Air Force Base), demanded the extradition of former President Assad in exile in Russia for trial, and promised to recognize all agreements signed by the former regime and Russia and seek cooperation in economic reconstruction.

Russia gave him a high-standard reception during this visit, which may make Julani feel that China will treat him the same. According to Western media reports, Julani told Putin,"Syria is establishing stable relations with Russia and China based on common strategic interests, which does not conflict with our development of relations with the United States and the West." Julian is well aware that in terms of economic development and infrastructure construction, no country in the world can do better than China, and no country can provide products that are more cost-effective than China.

In fact, the domestic situation faced by Julani is by no means a "good one." Not only is the national economy on the verge of collapse, but the country is also divided and is about to fall into the abyss of civil war again.

Although Syria currently has a new government in name, the country is still in a chaotic war among warlords and has not achieved true "unity." The main political and military forces, in addition to the so-called transitional government and the government forces it controls, also include:

China is therefore not in a hurry to restore formal relations with the Syrian transitional government.
