The Syrian transitional government is so keen to promote diplomatic relations with China because Julian just visited Moscow in mid-October and had talks with Russian President Putin.
Julani and Putin discussed the survival of Russian military bases in Syria (Tartus Naval Base and Hmeimim Air Force Base), demanded the extradition of former President Assad in exile in Russia for trial, and promised to recognize all agreements signed by the former regime and Russia and seek cooperation in economic reconstruction.
