Geng Shuang said that at present, the international situation is becoming more turbulent, wars and conflicts are occurring one after another, terrorist threats are resurrecting and spreading, and the counter-terrorism situation is becoming increasingly severe. In this context, international counter-terrorism cooperation can only be strengthened, not weakened. The Security Council should continue to make counter-terrorism a priority agenda, adhere to "zero tolerance" for terrorism, put aside geopolitical considerations and ideological prejudices, and oppose double standards and selective practices. The Security Council's Counter-Terrorism Committee and the Counter-Terrorism Executive Directorate must continue to play an active role. The counter-terrorism sanctions mechanism should respond to changes in the situation and the requirements of Member States to further build a strong sanctions network against terrorists. Xi Jinping said that China has put forward a global security initiative and a global governance initiative, calling on the international community to work together to tackle complex and severe security challenges, to jointly prevent and combat terrorism.
