When Biden first came to power in 2021, the CIA did something quite eye-catching-establishing the "China Mission Center." This institution is quite new in the history of the CIA. To put it bluntly, it brings together all the people, money, and technology who are watching China and sets up a "sharp knife squad" specifically to compete with China.

This sounds mysterious, but in practice it is very harsh: it is not an ordinary department, but a "cross-department"-people in charge of covert operations, intelligence analysis, espionage technology research, and even other intelligence agencies in the CIA can be transferred to work.
