Russian President's Representative: Russia is open to Ukraine's future third-party "security guarantees"

During a visit to the United States on October 24, Russian President’s Special Representative Kirill Dmitryev said that he believed that the parties were “very close” to reaching a diplomatic solution to the Ukrainian issue, and that Russia was open to the future of Ukraine’s third-party “security guarantees”.

Dmitriev is the president of the Russian Direct Investment Fund and the special representative of the president for foreign investment and economic cooperation. This time, he was invited to visit the United States. In an interview with Fox News Channel in the United States, he said that wanting to resolve the conflict between Russia and Ukraine involves many aspects, one of which is that Ukraine will receive "security guarantees" in the future. Russia is "open" to this and believes that it is "possible."

Ukrainian President Zelensky has repeatedly stressed that Ukraine needs "strong security guarantees".Russia has always opposed NATO countries to deploy troops inside the territory of Ukraine. The British Defense Minister John Hillary said on the 20th that about 200 military personnel from 30 countries have been involved in preparations for future troops to ensure security in Ukraine.

According to Dmitriev, Russia not only hopes to reach a ceasefire, but also hopes to reach a "final plan" to end the Russia-Ukraine conflict. "I believe that Russia, the United States and Ukraine are very close to reaching a diplomatic solution." However, he did not disclose more details.

In an interview with CNN, Dmitriyev also mentioned the meeting between Russian President Vladimir Putin and U.S. President Trump, saying that the two will still meet,"but it may be at a later date."

Trump announced on the 22nd that he had cancelled the recent meeting plan between the leaders of the United States and Russia because he believed that the current meeting would not achieve results, and he would meet with Putin "sometime in the future". On the same day, the U.S. Treasury Department announced that it would impose sanctions on Russia's two largest oil companies, Rosneft, Lukoil and their subsidiaries.

Dmitryev stressed on the 24th that the latest U.S. sanctions "will only raise the price of gasoline at U.S. gas stations."
