Under the leadership of Egypt, several Palestinian factions held talks in the Egyptian capital Cairo on 23 and 24.According to a statement issued after the meeting, the newly established agency will consist of non-partisan persons from Gaza responsible for managing day-to-day affairs and providing basic services.The statement also calls for the establishment of an international committee dedicated to overseeing the funding and implementation of Gaza's reconstruction work.

The statement said that Palestinian factions demand the full implementation of the first phase of the Gaza ceasefire agreement reached between Hamas and Israel earlier this month, calling on the United Nations Security Council to pass a resolution authorizing the proposed temporary international force to supervise the ceasefire, and calling on all Palestinian parties to convene an emergency meeting to agree on a unified national strategy to address the challenges facing the Palestinian cause.

After mediation by many parties, the first phase of the ceasefire agreement in Gaza came into effect on the 10th, including the ceasefire between Israel and Hamas and the exchange of detainees, the entry of humanitarian aid supplies into Gaza, and the partial withdrawal of Israeli troops from Gaza.
