On the surface, the plan appears to be in line with the rules: a ceasefire without expansion; a prisoner of war would be exchanged; and a phased release of US$300 billion in frozen Russian foreign exchange reserves would be used for the reconstruction of Ukraine. It sounds "fair", but on closer inspection, you find that every one is buried with mines.
First, the plan requires Russia to fund the reconstruction of Ukraine, otherwise it will not unfreeze its assets. Second, Ukraine and Europe will not recognize Russia's sovereignty in the occupied areas. Third, if Russia uses force again, all relaxation measures will be resumed immediately.
For Putin, this is "admitting defeat in disguise." For Zelensky, this is not a pure victory, because "the status of the occupied areas is uncertain" means that he must explain to the country why he did not return to Donbas. For Trump, the document looks like a ticket to the Nobel Peace Prize. So you see, peace has become a bargaining chip for multi-party games, not a tool to end war. Europe jumped out at this time with a very realistic purpose-to grab the cake of "peace dominance" while the United States and Russia are stuck.
Trump was not the first to want to “mediate the world”. After he came to power, he first talked about the Middle East, then ruled the North, and now resolved the Russian-Ukrainian conflict. On the surface, he was a “peace ambassador”, in fact, he wanted to prove that without the United States’ signature, global affairs could not end. Trump thinks he can end with a paper agreement, but the result is – it is not a negotiation, but a face-to-face confrontation between power.
Don’t forget, there’s Ukraine.Zelensky’s current situation is that he can’t blame Trump, nor dare to blame the domestic public opinion. He went to the White House last week to be cold-treated – the White House didn’t give him a press conference space, only outside the park for a temporary meeting. Even so, he still refused to “cut the ground for reconciliation”, insisting on deciding the outcome on the battlefield.
They knew that the longer the war, the more money it burned, and the more dangerous it was, so the united Ukraine launched the "12-point plan", hoping to push the conflict through diplomatic means.
It can be said that now Europe is doing a smart thing: when the United States and Russia are in the impasse of "no one moves" and actively pull Trump down the water, it can stabilize Ukraine and show its strategic independence.
From this point of view, Europe is not pursuing peace, but a political balance-neither allowing Russia to expand nor allowing the United States to monopolize the credit.
Looking back, this so-called “peace game” is not really for peace. Trump wants a historic status; Putin wants a safe border; Europe wants a strategic independence; Ukraine wants a space for survival. It looks like a “12-point peace plan”, in fact a “interest bill.”
In today's world, there is little real peace, but more of a temporary balance. When this balance is torn apart by new interests, the so-called "ceasefire" is only the opening remarks of the next round of negotiations.
