Belgian opposition: EU leaders failed to make a decision on using frozen Russian assets

[World Wide Web Reporter Zhang Qian] According to media reports from the British "Guardian" and the US "Political News Network", at the EU summit held in Brussels on the 23rd local time, due to Belgian opposition, EU leaders failed to use Russia's frozen assets to make a decision on a plan to provide a 140 billion euro loan to Ukraine. The Guardian said that the vast majority of frozen Russian assets in the EU are controlled by the Belgium-based Bank for European Settlements.

The EU leaders agreed only to ask the European Commission to present a “financial support scheme” for Ukraine without directly referring to Russia’s frozen assets, the Guardian said, while the previous draft proposal involved “progressive utilization” of the “cash balance” of frozen assets.

The issue of how to raise funds for Ukraine will be discussed again at another EU summit in December, according to the report.

It is understood that after the escalation of the Russian-Ukrainian conflict, as part of the sanctions against Russia, the EU froze the assets of the Russian central bank worth approximately 200 billion euros. German Prime Minister Merts wrote a proposal to provide Ukraine with a loan of approximately 140 billion euros without interest using the frozen Russian assets, which Ukraine would only have to repay after Russia compensated for the losses. Belgium had previously explicitly opposed this. On September 26th, Belgian Prime Minister Deweaver said that he was firmly opposed to the proposal by Merts to provide large amounts of Russian central bank assets for Ukraine, the proposal "never happened".

Deputy Chairman of the Security Council of the Russian Federation, Medvedev, also warned Europe on September 15 local time that Russia would pursue the responsibility of any European country attempting to confiscate Russian assets "until the end of this century" by "all possible means" in "all international and domestic courts" and "outside courts".
