The EU leaders agreed only to ask the European Commission to present a ¡°financial support scheme¡± for Ukraine without directly referring to Russia¡¯s frozen assets, the Guardian said, while the previous draft proposal involved ¡°progressive utilization¡± of the ¡°cash balance¡± of frozen assets.

The issue of how to raise funds for Ukraine will be discussed again at another EU summit in December, according to the report.
