Recently, a traffic accident involving illegal operation of vehicles occurred in the consular area of our museum. The driver involved was also injured and suspected of negligent driving causing death and violating the Road Transport Law. Illegal operation of vehicles, commonly known as "white taxi" in Japan, refers to vehicles that carry passengers for a fee without obtaining a legal operating license. Riding in such vehicles may seem to be cheap and convenient to communicate, but in fact it carries dual legal and safety risks. According to Article 78 of Japan's Road Transport Law, it is illegal to engage in paid passenger transportation without permission. Illegal operation of vehicles poses major safety hazards: drivers have no professional training, unclear vehicle conditions, imperfect vehicle insurance, etc. Once a traffic accident occurs, passengers 'rights and interests cannot be protected due to difficulties in insurance claims and complex liability identification.

In order to prevent relevant security risks, the Consulate General in Osaka once again reminded Chinese citizens of the territory: drivers observe the regulations, tourists choose the rules, the alarm clock must sound long, and peaceful companionship.

1. Observe laws and regulations and operate legally. China citizens in the territorial area are not allowed to drive vehicles without operating qualifications to engage in passenger services.

2. Choose formal and pay attention to screening. Tourists should choose transportation with formal operating qualifications. Be sure to book a vehicle through a regular qualified company or platform. Don't trust information such as "private pick up" and "cheap chartered car" on social media such as WeChat Group and Xiaohongshu.

3. Recognize the license plate and make it green for safety. According to Japan's current vehicle license management system, legally operated vehicles (taxis, buses, etc.) use white license plates on a green background, while private cars that cannot be used for commercial passengers have green license plates on a white background.

4, safety first, regulate the ride. Driving a car must wear a seat belt, resolutely refuse to ride overloaded vehicles. during the journey, if the driver is found to drive tired, the speed is too fast, and so on, promptly alert.
