According to public information, Lunong joined Boeing in 2019 and previously served as a special adviser to U.S. Vice President Mike Pence at the White House from 2017 to 2019. He was able to communicate in Chinese and served as a trade commissioner at the U.S. Embassy in China for five years, in charge of the airplane and supporting a number of exchange projects.

In August 2020, he was named vice president of global policy at Boeing International. Since 2022, he has served as President of Boeing Latin America and the Caribbean, CEO of Boeing Brazil, and Vice President of Global Policy.

During his tenure, he coordinated non-U.S. government affairs and policy work, including conducting geopolitical analysis to support key Boeing decisions, and working with Boeing’s national and regional leaders on sales activities and business growth plans to strengthen relationships with foreign governments and other key stakeholders.

In the new position, he will also continue to serve as Boeing’s vice president of global policy, coordinating Boeing’s government affairs and policy work in international markets.

Former president Liu Qing has also left an important mark in the development of Boeing China. Born in Liaoning Province, Liu Qing has more than 20 years of experience as a corporate executive in China, including vice chairman of Ford Motor Greater China, vice president and general counsel of Ford Motor International Markets Group. In addition, he has held leadership positions at Chrysler Motors and Chrysler Daimler AG.

Liu Xiaobo officially served as President of Boeing China in 2023, before he was in charge of Boeing's government relations team in China. During his tenure, Liu Xiaobo led a series of cooperation projects with Chinese airlines, aviation research institutions, and exchanges in the fields of technology research and development, talent training.

Boeing has a development history of more than 50 years in China. In 1916, Boeing hired Chinese engineer Wang Zhu to participate in the design of the Type C seaplane. In 1930, Boeing started aircraft sales to China through its Shanghai subsidiary. With Nixon's visit to China in 1972, China ordered 10 Boeing 707s, marking the official start of large-scale cooperation between the two sides. Since then, China has continued to purchase Boeing aircraft.

Since the 1980s, the cooperation between the two sides has grown closer, China not only ordered a large number of Boeing 737s, 757s, 767s and other aircraft models, domestic aviation enterprises such as WestFly, ShenFly and other also participated in the manufacture of Boeing aircraft parts.

However, due to factors such as trade friction, aircraft quality problems and competition, Boeing's performance in China has been poor in recent years. In April this year, Zhu Zhanliang, a special commentator of China.com, mentioned in his article that in 2025, Boeing originally planned to deliver 49 aircraft to China. In the first four months, 20 aircraft have been delivered, and the prospects of the remaining 29 aircraft are unclear due to the tariff war. Faced with the severe situation, Boeing had to actively lobby the U.S. government, hoping to resolve the tariff deadlock through negotiations as soon as possible and resume deliveries to China as soon as possible.

According to the Global Times, at the routine press conference held by the Ministry of Commerce in September, the media asked whether the United States and China could introduce more information on the negotiations on Boeing aircraft orders. In this regard, the Ministry of Commerce press spokesman Hoya Dong said that the essence of China-U.S. economic and trade relations is mutually beneficial, China-U.S. and the two countries have broad common interests and broad cooperation space in the economic and trade field. The biggest obstacle currently affecting China-U.S. normal economic and trade cooperation lies in unilateral restrictive measures.
