China's Permanent Representative to the United Nations, Foucault, spoke at the Security Council's Opening Session on Haiti on October 22, stressing that resolving the crisis in Haiti needs to summarize lessons, focus on the roots and comprehensive measures.

At present, Haiti is still deeply plagued by multiple crises, the political process is difficult, the security situation is complicated, and the humanitarian crisis is increasing.Haiti authorities, regional countries, and the international community should form a joint force.China calls on all parties in Haiti to strengthen unity, show responsibility, and consolidate consensus, to promote substantial progress in the political process early, to create conditions for the formation of a legitimate government, improve governance capabilities, and improve the Haiti unrest.

He said that Security Council sanctions are a key measure to curb violent crimes in Haiti. China urges all parties, especially the main source countries of Haiti's weapons and ammunition, to take practical measures to implement the arms embargo and cut off the channels of illegal weapons and ammunition flowing into Haiti from the source.

Fu Cong said that China is deeply saddened by the continued violence against Haiti people by gangs and hopes that the Haiti authorities will assume the main responsibility for maintaining security. The international community should fully respect Haiti's sovereignty and strictly abide by international law in providing security support. Relevant countries must uphold a responsible attitude towards the Haiti people, the Security Council and the international community, and promptly inform the Security Council of the progress in the formation and deployment of anti-gang forces. The Security Council must maintain close attention and strict supervision on this issue and take necessary actions in a timely manner based on the development of the situation.

He also said the key to resolving the Haitian problem is ultimately in the hands of the Haitian people and China is willing to continue working with the international community to support the Haitian people in finding the right way out of the crisis.
