The report also said that the Lisbon City Public Transport Company, which operated the accident cable car, hastily purchased steel cables that did not meet standards in 2022 and did not install them according to the manufacturer's instructions. In 2024, the company will continue to use the same steel cable, which was in use for less than a year when the accident occurred.

In addition, there are vulnerabilities in cable car maintenance as well.Since 2019, the contractors responsible for cable car maintenance have been lacking the company and professional engineers to work under the supervision, with more maintenance records and actual implementation.
