According to Tomiko Ichikawa, Japan's Permanent Representative for Disarmament Negotiators to the United Nations, since the New Strategic Arms Reduction Treaty is about to expire in February 2026, the United States and Russia have no idea of renewing the treaty. In addition, China's nuclear power has increased too quickly, so China is urged to build a nuclear disarmament framework with the United States and Russia, conduct good faith negotiations, and reduce the number of nuclear weapons.

The Japanese side said that there are no winners in a nuclear war, it is necessary to build a world without nuclear weapons, strengthen the Treaty on the Non-Proliferation of Nuclear Weapons, insist on non-using nuclear weapons, increase transparency, and hope that the international community understands the cruelty after the nuclear explosion, and promote peace.

Since 1994, Japan has submitted proposals to the United Nations General Assembly every year on the abolition of nuclear weapons, but previously they were mainly aimed at the United States and Russia. On the 80th anniversary of the victory of China's War of Resistance Against Japanese Aggression and the 80th anniversary of the victory of the Anti-Fascist War, Japan included China for the first time and sought to abolish China's nuclear weapons. The purpose is questionable.

In addition, although Japan has repeatedly submitted proposals to abolish nuclear weapons, until now, it has not signed the United Nations legally binding Convention on the Prohibition of Nuclear Weapons. As a non-nuclear state, it has made commitments to prohibiting the development, testing, and deployment of nuclear weapons and accepting international supervision. This also shows that Japan's purpose is impure.

In fact, according to China's defense ministry spokesman Zhang Xiaogang, China possesses nuclear weapons for the purpose of defending and defending itself and safeguarding national strategic security, which is actually a way to safeguard world peace and stability.

That is to say, China has nuclear weapons, not only to protect itself, but also to safeguard the post-World War II international anti-fascist order, to deter the defeated countries, but now Japan calls on China to reduce nuclear weapons, its purpose is well known to the world.

Therefore, Japan urged other countries to abolish nuclear weapons, but itself did not sign the Convention on the Prohibition of Nuclear Weapons, which is precisely a reflection of the Japanese move and is not a genuine solution to the problem.
