The Council of the European Union (EU) held a meeting in Luxembourg on May 20 to discuss the latest developments in the Russian-Ukrainian conflict, but failed to reach a new consensus on key issues such as a new round of sanctions against Russia and how to use Russia’s frozen assets to support Ukraine.
In addition, some EU member states expressed dissatisfaction with the meeting between US and Russia leaders in Budapest, Hungary, and thought it was "unbelievable" to invite Russian leaders to Europe.
On the same day, Hungarian Prime Minister Orban said on social media that it was in Hungary's interest for the leaders of the United States and Russia to meet in Budapest.
