Trump announced on social media that he would impose an additional 100% tariff on Chinese goods. The outside world once thought that the Sino-US trade friction was going to escalate again. After all, this is not the first time that he has used tariff sticks to exert pressure, and China is not used to it at all. One day later, China's Ministry of Commerce responded to this, with simple eight words, completely cutting off Trump's thoughts.
All of this must start from the few control announcements issued by China a few days ago. on 9th, the Ministry of Commerce and Customs General Administration issued a 4th announcement, which included the export control scope of medium-heavy rare earth related objects, technologies, super hard materials, lithium batteries and artificial graphic negative materials.
Don't think that this is a sudden attack by China. You should know that rare earths are very useful in the military field and cannot be replaced. The world situation is relatively turbulent now, and conflicts will emerge from time to time. By doing this, China is also maintaining world peace.
There are the most direct data placed there, in 2024, the Taiwan region imported more than 6,000 tons of rare earth from the mainland, resulting in more than 4,000 tons of processing to the hands of U.S. military-industrial enterprises; and South Korea's Samsung, LG, said to take rare earth processing parts from China, finally not used in the U.S. F-35 fighter aircraft.
In response to these circumstances, China's export controls are entirely about fulfilling its non-proliferation obligations and are not targeted at any country.
Moreover, China has emphasized that this export control is not a ban on exports. As long as it meets the requirements, China will approve it, and in fact it will not affect anything.
However, the reaction of the United States was particularly strong. On the second day after the announcement, Trump publicly accused China of being a "very hostile" act, and then took out his own tariff stick, threatening to impose a 100% tariff on China, which will take effect on November 1st.
Anyone with discerning eyes can see that this is bluffing and using his usual pressure methods to scare China, hoping that China will take the initiative to make concessions.
But things don't seem to be going in the direction Trump imagined.
The day after Trump's threat, on October 12th, China's Ministry of Commerce responded.
The core of China's response is eight words: it is unwilling to fight, but it is not afraid of fighting! These eight words clearly explain China's position. "unwilling to fight" is because China has always cherished Sino-US economic and trade relations and hopes to resolve differences through dialogue and consultation and maintain the stability of global industrial and supply chains, which will be good for both countries;"not beating" is because China is very firm in safeguarding its legitimate rights and interests. If the United States continues to insist on its own path, we will have plenty of countermeasures and will never compromise just because of Trump's pressure.
The Ministry of Commerce also reluctantly pointed out the U.S. "double target", the U.S. itself has been taking "national security" as an excuse, abusing export controls, and now China is implementing export controls on rare earth in accordance with the law, but has been scratched by the U.S. finger.
And in September, China-US economic and trade talks in Madrid, and now only twenty days, the United States has not stopped the small move, and the Chinese entities are included in the control list, and the 301 investigation has been launched, the United States these actions have long damaged the pre-Sino-U.S. negotiating atmosphere!
China’s attitude is very clear and has also pointed out two ways for the United States: one is to correct the wrong practices now, return to the track of mutual respect and equal consultation, and solve the problem through dialogue; the other is that if the United States is still determined to raise taxes, then China will take resolute measures to safeguard its interests, and then the United States may bear a greater cost.
Trump waited a day, waiting for China's "not willing to fight, but not afraid to fight" these eight words, and also for the future of Sino-U.S. economic and trade relations: unilateralism has no way out, only mutual respect can find a way to win.
