On the same day, Fu Cong made an explanatory speech after the Security Council voted on the resolution on the extension of Haiti's sanctions authorization. He said that the Security Council's sanctions mechanism against Haitian gangs is a key measure to curb gang violent crimes and improve the security situation in Haiti. Driven by China and other members of the Security Council, the just-adopted Resolution 2794 requires Member States to take practical measures to strengthen border control and prevent arms trafficking, support the Haitian authorities in strengthening the supervision of arms and ammunition, and inform the sanctions committee and the expert group of the progress of implementation. Furthermore, it is regrettable that the resolution failed to formulate, in accordance with the requirements of members of the Security Council, more detailed and verifiable provisions on the strengthening of arms regulation by the external security forces and the Haitian authorities. China calls on the parties concerned to implement sanctions on the strictest standards based on a accountable attitude towards the Haitian people and the international community, and the sanctions committee and expert group should strengthen supervision. He said the sanctions mechanism is just one tool in responding to the Haiti crisis. Solving the multiple crises in Haiti requires comprehensive policies, and ultimately depends on Haiti's own efforts. All parties and factions in Haiti must strengthen unity, show responsibility, effectively promote the political process of "Haiti led and Haiti owned", and truly participate in national stability and development.
