Promote the resolution of respective concerns and recalibrate relations between the two countries. The China-Canada foreign ministers 'talks emphasized the need to rebuild mutual trust

At the invitation of the CPC Central Committee Political Bureau member and Foreign Minister Wang Yi, Canadian Foreign Minister Anand visited China from October 16 to 17. On the eve of his arrival, Anand said in an interview with the media that the relationship between Canada and China was "complex" and involved in a wide range of fields. Canada's "Global Post" said that the two countries were experiencing a "painful" trade conflict, and the foreign minister's visit to China was part of Canada's efforts to repair relations with China.

Wang Yi said that the development of China-China relations has shown that although the two countries have different systems, different paths, but always have a wide range of common interests and broad cooperation space, and can fully be a partner on the basis of mutual respect and mutual achievements and common development. China is willing to strengthen communication, enhance understanding with Canada, eliminate interference, rebuild mutual trust, look forward to the spirit, promote the process of improving bilateral relations.

The Chinese side is willing to work with Canada, under the guidance of the important consensus of the two leaders, to take the occasion of the 55th anniversary of the establishment of diplomatic relations and the 20th anniversary of the establishment of a strategic partnership, to restart dialogue at all levels, promote the solution of their respective reasonable concerns, explore cooperation in various fields, expand human and cultural exchanges, strengthen multilateral communication and cooperation, jointly defend multilateralism, jointly safeguard the international economic and trade order, and promote the early entry of China-China relations on the track of healthy, stable and sustainable development.

During the talks, Arendt said that Prime Minister Carney attaches great importance to cooperation with China and is committed to re-calibration of relations with China.

Anand's current visit to China is part of his plan to visit India, Singapore and China in Asia, with China as the last stop. Before flying from Singapore to China, she told Singapore News Asia that Canada is seeking to cooperate with China in feasible areas, "challenge" China in necessary areas, and always keep dialogue channels open with China.

Since Canada's high tariffs on electric vehicles, steel and aluminum products imported from China came into effect last October, the trade relationship between the two countries has been tense. China launched an anti-dumping investigation into Canadian imports of rapeseed, and took temporary anti-dumping measures in August this year, imposing a 75.8% deposit on Canadian companies.

Canada faces pressure from the industry domestically. The Globe and Mail mentioned that Governor Kinew of Manitoba, Canada, recently wrote to Prime Minister Carney, asking the federal government to cancel tariffs on electric vehicles in China, because China's counter-measures have caused rapeseed prices in Canada to fall.

Bloomberg said that during the administration of former Prime Minister Trudeau, Canada followed the U.S. government to impose a 100% tariff on China's electric vehicles and a 25% tariff on China's steel and aluminum products. The Carney government maintained this policy after taking office. However, a poll conducted by Nanoos Research for Bloomberg shows that public perceptions of electric vehicle tariffs are changing, with less than half of Canadians currently supporting the tariff, down from 63% last year.

“Anand’s visit to China was to promote trade and investment between the two sides, but her mission is tough and extremely delicate,” Bloomberg said, adding that at the moment, trade negotiations between Canada and the U.S. government are in danger and any measures to ease tensions with China need to be taken with caution to avoid U.S. retaliation.

Since the beginning of this year, the Carney government has repeatedly expressed the need to improve relations with China. The Globe and Mail stated that the Carney government has held a series of high-level meetings with China. The two prime ministers met in New York in September this year. According to Hong Kong's South China Morning Post, Carney said on the 16th that as part of his renewed extensive contacts with Beijing, he expected to meet with senior China leaders "in the next month or so."

Liu Dan, a researcher at the Canadian Research Center of the Guangdong Foreign Trade University's Regional Institute of Foreign Affairs, said on the 17th to the reporter of the "Global Times", that Anand's visit to China is an important "window opportunity period" in the relations between the two countries after the breakdown, and also continued the baseline of various experimental contacts and improvements in China-China relations since this year.

"If Canada wants to substantively repair relations with China, it must show clear and consistent sincerity on key issues, including abolishing unilateral tariffs, stopping generalizing the concept of national security, respecting China's core interests, and working with China to actively expand practical cooperation between the two sides on climate and energy." Liu Dan said,"But Canada's domestic political and diplomatic structural contradictions will continue to pose certain challenges to this process."
