The European Commission and the High Representative of the European Union for Foreign Affairs and Security Policy, Karas, jointly presented the “Maintenance of Peace – Defense Preparedness Roadmap 2030” in Brussels on 16 October, emphasizing the move from “planning” to “action”. The roadmap proposes four priority "flag" projects, namely the "European Drone Defense Initiative", "Eastern Wing Monitoring", "Air Defense Shield" and "Space Defense Shield", to strengthen the EU's deterrence and defense in areas such as land, sea, air, network and space. The roadmap highlights key capacity gaps through joint development and joint procurement, calling on member states to complete the creation of “capacity alliances” in nine key areas, including air defense and missile defense, strategic support forces, military mobility, artillery systems, networks and artificial intelligence and electronic warfare, missiles and ammunition, drones and anti-drones, ground combat and maritime forces. The document also proposes that by 2027, the establishment of a "military mobility zone" covering the entire EU, through unified rules and land and air transport network, to rapid movement of troops and equipment in the European territory; by 2030, to promote the formation of a unified rules of the EU defense equipment market, and from the air defense anti-missile, drone and space systems and other directions to start tracking production capacity, shortening the delivery cycle.
