Fu Cong, China's Permanent Representative to the United Nations, said at the briefing on the structural reform of the 80th Anniversary Reform Initiative of the United Nations (UN80) on the 15th that in the face of the chaotic international situation, adhering to multilateralism, strengthening the role of the United Nations, and reforming and improving global governance are the common expectations of all countries and the ultimate goal of the 80th Anniversary Reform Initiative of the United Nations. China attaches importance to the report of the UN Secretary-General on structural reform, is carefully studying it, and puts forward three preliminary suggestions:
First, structural reforms should seek to move backwards.Structural adjustment is the most difficult and far-reaching step in UN80 reform, which needs to be fully deliberated and discussed. On the basis of summing up past experience and focusing on long-term development, the United Nations Secretariat should steadily put forward the reform plan. In the process, it should conduct in-depth investigation and research, repeatedly weigh the advantages and disadvantages, and conduct comprehensive scientific demonstration. At the same time, it should maintain openness and transparency, consult extensively with Member States, build the greatest consensus, and ensure that the reform decision can stand the test of history.
Secondly, structural reforms should take the direction.It is necessary to strengthen the role of the Ministry of Economic and Social Affairs of the United Nations (the Ministry of Economic and Social Affairs) as the core department of the development pillar, to strengthen the coordination of the internal coordination of the Secretariat with the Ministry of Economic and Social Affairs as the center, and strengthen the guidance for the work of the regions and countries. The level of development in each region, the actual situation is different, the reform at the regional level is to be practical, according to the requirements of the countries in the region. Development system coordinators in the location should focus on development authorization, avoid blind expansion to other fields such as peace and security.
Third, structural reform should strive for practical results.All United Nations departments and agencies should take fulfilling their core mandates as their primary task, give full play to their own strengths and expertise, and avoid deviating from their main business. With regard to the review of senior posts such as special envoys, representatives, coordinators and consultants of the Secretary-General, it is hoped that the Secretariat will produce the review report and reform proposals for Member States to consider as soon as possible. We should attach great importance to the underrepresentation of developing countries in the Secretariat, and we should not aggravate the imbalance of geographical representation of staff in the process of reform.
Fu Cong said that China's global governance initiative aims to support the United Nations in playing a central role in international affairs and promote the development of the global governance system in a more just and reasonable direction. Under the guidance of the Global Governance Initiative, China will make joint efforts with Member States and the Secretariat to promote the reform of UN80 in a direction conducive to the long-term development of the United Nations and the common interests of Member States.
