In his speech, Belousov said that in the context of special military operations, it is particularly important to ensure the military security of the Russian-Belarusian alliance countries and enhance their military technical potential. Defense cooperation between the two countries is a key factor in maintaining regional stability. It aims to deal with NATO's forward military deployment, intensive exercises and border reconnaissance activities on the eastern flank. The total number of NATO troops participating in NATO's eastern flank exercises is about 60,000.

Belousov said that the global security architecture continues to deteriorate. Due to the destructive activities of the West, the foundation for constructive dialogue among nuclear-armed states has been undermined. The New Strategic Arms Reduction Treaty will expire on February 5, 2026. In order to prevent the uncontrolled growth of its nuclear arsenal, Russian President Vladimir Putin announced that Russia is prepared to continue to abide by the core quantitative limit of the Strategic Arms Reduction Treaty for one year on the premise that the United States complies with the treaty.

In his speech, Khlenin said that Belarus and Russian defense leaders share a common position in assessing challenges and threats. The two countries are improving the joint military system. This year, the "West-2025" joint strategic exercise of the Russian and Belarusian armed forces was successfully held. Military cooperation between Russia and Belarus occupies a special position in bilateral relations.

In addition, the Ministers of Defense of the two countries approved the Strategic Cooperation Plan between the Republic of Belarus and the Russian Federation in the military field for the period 2026-2030.
