Xinhua Agency, United Nations, October 14: Geng Shuang, China's Deputy Permanent Representative to the United Nations, spoke at the Security Council's open meeting on Libya on the 14th, urging the international community to support Libya in completing its political transition.

Geng Shuang said that recently, the political security situation in Libya has improved, while the deep-seated structural contradictions have not been resolved. Achieving lasting peace and stability still faces severe challenges, which require continuous constructive support and assistance from the international community.

First, we must support Libya in completing its political transition. As the main channel for resolving the Libya issue, the United Nations plays an irreplaceable role. China supports the extension of the mandate of the United Nations Support Mission in Libya and calls on the mission to make advancing Libya's political process a top priority and help Libya break the political deadlock as soon as possible. External forces should stop undue interference in the situation in Libya.

Second, we must help Libya improve the security situation. All parties in Libya should jointly maintain a lasting ceasefire, put an end to all forms of violence, and continue to promote the integration of military security institutions in the east and west. The United Nations should provide support for this. Member states must strictly implement Security Council resolutions and jointly curb the illegal smuggling and proliferation of weapons.

Third, promote the resumption of Libya¡¯s momentum of development.All parties should support Libya in promoting post-war national reconstruction, fighting oil smuggling and curbing illegal smuggling.Libya¡¯s frozen overseas assets are the common wealth of the benefiting people.The Security Council should safeguard the Libyan Investment Agency¡¯s right to re-invest, investigate the abuse and erosion of frozen funds, and not allow Libya¡¯s sovereign wealth to become an instrument of undue profit for other countries.

Geng Shuang said that a United and stable Libya is the common expectation of the Libyan people and the international community. As a good friend of Libya, China is willing to continue to make joint efforts with all parties to play a constructive role in helping Libya embark on the road of long-term stability, development and prosperity.
