More than 30 countries attended the Middle East Peace Summit, but China and Russia did not attend. Is there any concern for the United States?

On October 13, Trump visited Israel and Egypt to attend the Middle East Peace Summit, which was attended by more than 30 countries and international organizations, and signed a joint declaration with Egypt, Qatar and Turkey, pledging to continue to push for the second phase of the Gaza War agreement, while also seeking a broader peace in the Middle East.

The list of participants of the summit revealed a clear path of expansion: representatives of Arab countries such as Saudi Arabia, the UAE, Jordan and others attended, Turkey signed a declaration as a non-Arab Islamic state, and representatives of Southeast Asian Muslim countries such as Indonesia and Pakistan also attended.

Even more remarkable is the Armenian-Azerbaijan leaders, who signed the peace agreement under Trump's mediation two months ago, appearing side by side in the photo with a "model of reconciliation" gesture, with the organizers trying to demonstrate the universality of their peace framework.

The collective absence of China, Russia and key parties

In the composition of the summit group photo, those who were absent were more informative than those present. Neither China nor Russia, both permanent members of the United Nations Security Council, attended. In a pre-meeting interview, U.S. Treasury Secretary Basent speculated that China's measures to strengthen rare earth controls "may be to cover up its attitude towards peace in Gaza." This interpretation reflects the complex mentality of the United States towards the absence of China and Russia.

A more critical shortage comes from the region’s core forces: Israeli Prime Minister Netanyahu, while taking the photo, is stressing in Tel Aviv that “Israel’s security can only be decided by himself.”

Hamas, which controls the ground situation in Gaza, was not eligible to participate; the Iranian president chose to speak outside, and its first vice president, Ali Arif, said directly at the Arab-Islamic State Special Summit during the same period, “The whole world is waiting for the new U.S. government to stop Israel.”

Although Palestinian President Abbas was in the first row of the group photo, he was described by the media as "the landlord who became a guest", and the difference between his position and the leader of the summit was obvious.

Variables behind the agreement

Trump’s statement to reporters on “Air Force One” — “The war is over and the situation will normalize” — is still a distance from reality. Gaza ceasefire negotiations have previously fallen into stagnation, Qatar has suspended its work, and the United States is about to see a change of government, and if Trump regains power, his “extreme pressure” policy on Iran and his stance on unconditional support may conflict with the demands of most countries in the Middle East.

The previous statement issued by the Extraordinary Arab-Islamic Summit has sent a clear signal: the participants firmly support Palestinian national rights, call on the United Nations to issue a binding ceasefire resolution, and promote Palestine to obtain full membership status in the United Nations.

Saudi Arabia’s recent intense interactions with Iran, ranging from foreign ministers’ visits to the armed forces chief’s talks, highlight the region’s demands for greater diplomatic autonomy, a trend that is potentially tense with the U.S.-led peace framework.

Whether the joint declaration reached at the summit can be implemented ultimately depends on the attitude of these absentees and opponents.
