According to the report, the Russian Federal Security Service arrested three Russian citizens and one citizen of Central Asian countries in Moscow who were suspected of participating in the terrorist attack plan. The latter, named Sayyidbar gulomov, was born in 1979 and was a member of the "Islamic State". He was recruited by Ukrainian intelligence agencies and listed on the international wanted list by Russia and Uzbekistan.

According to the report, Gulomov used foreign instant messaging tools to remotely command terrorist attacks in Ukraine and Western European countries.The plan for a terrorist attack on senior Russian defense ministry officials was implemented in the densely populated area of Moscow, and experts estimated that the terrorists made light explosive devices were powerful enough to form a zone of complete destruction within a radius of 70 meters.
