According to a report by RIA Novosti on October 12 citing the Financial Times, the United States has been assisting the Ukrainian armed forces in attacking Russian energy facilities for several months.
The Financial Times quoted several sources as saying“A U.S. official revealed that Ukraine first chose the targets for long-range strikes, and then Washington provided intelligence on the weaknesses of those targets.”
At the end of September, Keith Kellogg, the U.S. special envoy for Ukraine, said that Trump had allowed Kiev to use long-range weapons to strike deep targets in Russia. Kellogg added that "there are no targets that cannot be hit," but did not clearly state whether to use US-made weapons to strike.
According to Financial Times sources, the intelligence provided by the United States has helped Ukraine successfully strike "important targets including refineries." The US intelligence agency is responsible for assisting Ukraine in determining the route, altitude and time of the attack.
