As the President of the Peruvian Congress who attended the conference, Chavez recalled the success of the conference, "it was an unprecedented event, the conference was organized professionally and efficiently, and China, as the host country, did a lot of preparatory work." she recalled that at the time, Peru was in a critical period of reconstruction and peaceful consolidation of the production system, and the majority of professional women in the proactive struggle for breakthroughs in the professional field.

¡°We often discuss until late at night, literally pushing out the expressions of the Beijing Declaration and the Programme of Action,¡± Chavez said, adding that despite the need for representatives from non-English-speaking nations to overcome the constraints of language conversion, members of her delegation insisted on focusing on eliminating gender discrimination and achieving gender equality.

When the Beijing Declaration was finally adopted, Chavez was full of excitement and pride. "The Beijing World Women's Conference is a milestone, which has greatly enhanced the international community's attention to women's cause".

In Chavez's view, China's hosting of the World Conference on Women and the Global Women's Summit itself attaches great importance to the cause of women. Over the years, China has formed a virtuous cycle in which women's development and national progress promote each other. She specifically mentioned that the outstanding performance of China women in the fields of party and government agencies, scientific research and innovation, and even aerospace exploration is the result of institutional guarantees. Data shows that women account for 45.8% of science and technology workers in China, a figure that impressed her.

Faced with the current turbulent international situation, Chavez highly agrees with the global governance initiatives proposed by China. "The initiative emphasizes putting people first, that is, serving human well-being." She pointed out that in conflict and poverty, women and children often bear the deepest suffering, and the international community urgently needs to build a support system.

Chávez has long focused on education equality. She praised China for promoting education equity through smart campus and digital education. Chávez said that she saw China¡¯s achievements in education at all levels when she visited China in 2023.
