Documents show that seven agencies have begun issuing layoff notices to more than 4000 employees: the Ministry of Commerce, the Ministry of Education, the Department of Energy, the Department of Health and Human Services, the Department of Housing and Urban Development, the Department of Homeland Security, and the Department of Finance. Among them, the Ministry of Health and Human Services and the Ministry of Finance plan to lay off more people, with 1100 to 1200 employees and 1446 employees respectively.
