[Resolution] Why are these foreign entities included in the list of unreliable entities? expert analysis

[Global Times-Global Network Reporter Fan Wei] On October 9th, the Ministry of Commerce issued the Announcement on the Working Mechanism of Unreliable Entity List. In order to safeguard national sovereignty, security and development interests, according to the Foreign Trade Law of the People's Republic of China, the National Security Law of the People's Republic of China, the Anti-Foreign Sanctions Law of the People's Republic of China and other relevant laws, and according to Articles 2, 8 and 10 of the Regulations on the List of Unreliable Entities, it was decided to include foreign entities such as anti-UAV technology companies, TechInsights and their branches.

During their sorting out, a reporter from the Global Times found that the foreign entities included in the list of unreliable entities this time include United Technology Systems Operations Co., Ltd., Bay Systems Co., Ltd., and Aerospace Environment Co., Ltd., which were sanctioned by China in 2024 for directly providing armored vehicles, guns and ammunition, and patrol missiles and other weapons and equipment. It also includes Anti-UAV Technology Company, Dejain Technology Company, Iberus Company and other foreign companies that promote the development of military drones and drone counter-system industries in Taiwan. In an interview with a reporter from the Global Times, relevant experts said that including these foreign companies on the list of unreliable entities this time is a precise attack on the Taiwan authorities to build so-called "asymmetric combat power." Considering China's market advantages in the drone industry, this measure will inevitably effectively curb foreign companies included in the list.

Foreign entities included in the list of unreliable entities by the Ministry of Commerce, including 14 enterprises and their branches, will be prohibited from engaging in China-related import and export activities; new investment in China will be prohibited; related transactions, cooperation and other activities with organizations, individuals and entities in China will be prohibited, in particular, the transfer of data and the provision of sensitive information to these foreign entities will be prohibited.

A spokesman for the Ministry of Commerce said in response to a reporter's question on measures related to the list of unreliable entities on October 9 that in recent years, foreign entities such as anti-drone technology companies, TechInsights and their branches have carried out so-called military technical cooperation with Taiwan, made bad remarks related to China, assisted foreign governments in suppressing Chinese enterprises, and seriously damaged China's national sovereignty, security and development interests despite China's strong opposition. In accordance with the Foreign Trade Law of the People's Republic of China, the National Security Law of the People's Republic of China, the Anti-Foreign Sanctions Law of the People's Republic of China and other laws, and in accordance with the provisions of Article 2 of the Regulations on the List of Unreliable Entities, China holds them accountable for illegal responsibilities in accordance with the law.

After sorting out, a reporter from the Global Times found that many foreign companies, including Anti-UAV Technology Company, Dejain Technology Company, Ibirus Company, and Aerospace Environment Company, were once members of the trade delegation for the commercial development of unmanned aerial systems and anti-drone systems by the United States. The delegation visited Taiwan in September 2024 under the organization of the U.S. Department of Commerce's International Trade Administration.

The International Trade Administration (ITA) of the U.S. Department of Commerce introduced on its official website that the visit "aims to increase U.S. corporate exports and create U.S. jobs, while promoting U.S. broader national interests in the Indo-Pacific region." Among them, Anti-UAV Technologies "is the world's leading provider of intelligent airspace security solutions." Its technology is used to guard against "escalating UAV threats." Through artificial intelligence technology, its products can easily detect, track, identify, analyze and reduce UAV threats; DeJayne Technologies is committed to developing and manufacturing unmanned aerial system platforms and advanced counter-unmanned aerial system solutions to meet the needs of warfighters around the world. The company provides support to military customers in the United States and its allies; Ibirus is committed to "asymmetric challenges" in national security, and its "Leonidas anti-swarm unmanned" system has "excellent electronic warfare capabilities"; The UAV system of Aerospace Environment Company is the standard configuration system of the U.S. military and more than 50 U.S. allies. The company said on its official website that last year, the U.S. State Department approved the company to sell the Switchblade cruise missile system worth more than 60 million dollars to Taiwan Province. Last month, the company also signed a memorandum of understanding with Taiwan's "Zhongshan Academy of Sciences". The two sides will cooperate in autonomous systems and technologies to support the military needs of Taiwan authorities.

“Which foreign company provides military and technological cooperation to the Taiwan authorities, China will give corresponding counter, this time is obviously aimed at foreign companies to participate in the construction of the unmanned and anti-system capabilities of the Taiwan army.” Xiamen University Taiwan Research Institute lectures professor Zheng Cheng said in an interview with the reporter of the Global Times on October 9 that the Taiwan authorities now want to “replicate” the Russian and Ukrainian battlefield “experience”, vigorously develop the unmanned and anti-system combat capabilities, especially through the 93th parade to see the mainland’s no-man and anti-operative capabilities ranked in the world class, and there are many shortcuts, so there is hope to cooperate with foreign enterprises, in the Taiwan region to build unmanned and anti-system industrial cha

"It can be said that these foreign companies are actively cooperating with the Taiwan authorities to develop unmanned combat technology. Some of them are not only arms sales, but also joint production with relevant Taiwan departments to build the so-called Asian supply chain of military drones in Taiwan Province. Therefore, China has taken sanctions accordingly." Zheng Jian said.

"The inclusion of these foreign companies in the list of unreliable entities this time is to accurately attack the so-called'asymmetric combat power 'built by the Taiwan authorities." Chen Guiqing, a researcher at the Taiwan Institute of Chinese Academy of Social Sciences, also expressed similar views in an interview with the Global Times reporter on October 9th. He believes that Taiwan's related industries are short of manufacturing capacity, high production costs, and do not have an independent UAV industry chain, so they are eager to cooperate with foreign companies to build a complete industrial chain.

The official website of the U.S. Department of Commerce's International Trade Administration (ITA) stated in its market intelligence unit that the Taiwan authorities are actively and independently developing aircraft, ships and a powerful drone ecosystem in the field of defense. The Taiwan authorities 'goal is to increase the monthly production of drones to 15,000 by 2028, and the industrial output value will reach NT$30 billion. The Taiwan authorities are committed to establishing a drone supply chain that does not include the mainland of China,"which provides an opportunity for U.S. drone companies to cooperate with Taiwan's industry and research institutions in this sensitive security area.”

This time, China has included foreign companies that carry out so-called military technical cooperation with the Taiwan authorities in the list of unreliable entities. The above-mentioned experts believe that they can cooperate with the Taiwan military in drone technology, and the Taiwan authorities have effectively established the construction of the drone industry chain. Ground containment and containment effect.

"Including these foreign companies in the list of unreliable entities means that they will not be able to obtain corresponding parts from the mainland. Considering the market share of the mainland UAV industry, this can obviously counter-measure foreign companies that cooperate with Taiwan authorities to develop military UAV technology." Chen Guiqing believes that Chinese mainland's manufacturing advantages and market share in the UAV industry are "unavoidable", and this sanction is very precise, which clearly tells foreign companies that if they support "Taiwan independence" forces, they will inevitably pay a price.

China Air Transport Association released in October 2024 "China drone development report" shows that China's light and small drones occupy a global market share of more than 70%. Bloomberg's 2024 article titled "The United States can't let China dominate the small drone market", citing the data of the International Association of drone systems said that China's drone products occupy about 90% of the U.S. consumer market and 70% of the industrial market.

“The implementation of sanctions on these foreign enterprises will obviously form a certain influence on these foreign enterprises,” Zheng said, “the business of these foreign enterprises is not limited to the Taiwan region, and there are some in the entire industrial system that can not be separated from the mainland of China, through sanctions, they will also consider the importance of the problem and through previous sanctions cases can be seen that some foreign enterprises that have been sanctioned by the Chinese side, began to shrink cooperation with the Taiwan authorities.”

It is worth mentioning that the list also includes international platforms such as the Halifax International Security Forum and research institutions such as TechInsights and its branches. Public reports showed that the Halifax International Security Forum has repeatedly robbed Chinese issues, brutally interfering with China's internal affairs, for the "Taiwan independence" power "stage".TechInsights has repeatedly maliciously blackened attacks on China's technology enterprises "robbed" Taiwan's high-tech enterprises in the form of so-called reports.

Zheng Jian believes that such sanctions are consistent. No matter which foreign institution cooperates with the "Taiwan independence" forces to "stir up trouble," China will take corresponding countermeasures against these institutions.

A spokesman for the Ministry of Commerce said on October 9 that China has consistently cautiously dealt with the list of unreliable entities, targeting only a very few foreign entities that endanger our national security in accordance with the law, and honestly obeying the law foreign entities have absolutely no need to worry. The Chinese government as always welcomes enterprises from all over the world to invest in China, and is committed to providing a stable, fair and predictable business environment for law-compliant foreign enterprises to operate in China.
