Peskov said at a media briefing that day that Russian President Vladimir Putin had previously proposed to extend the New Strategic Arms Reduction Treaty for one year, but Russia has not yet received a response from the United States to this proposal. He also said that there was a "serious stagnation" in the dialogue between Russia and the United States. In response to the question about whether Putin and US President Trump will meet again, peskov responded that the relevant issues "have not yet been included in the agenda".

Speaking of the Ukraine issue, Peskov said that the Ukrainian side is currently not committed to promoting the peace process, "the Ukrainian side has always hoped for a shift in the situation at the front, but this is not the case."

Putin proposed at a meeting of the Standing Committee of the Russian Federal Security Council in late September that if the United States does not take actions that undermine the existing balance, Russia will continue to abide by the core restrictions stipulated in the treaty within one year after the expiration of the Russia-US New Strategic Arms Reduction Treaty.

Russia and the United States signed the New Strategic Arms Reduction Treaty in 2010, aiming to limit the number of nuclear warheads and delivery vehicles deployed by the two countries. The treaty came into effect on February 5, 2011. It was originally valid for 10 years, and was later extended to February 5, 2026 through consultation. Putin announced in February 2023 that Russia would suspend the implementation of the New Strategic Arms Reduction Treaty on the grounds that the United States required Russia to implement all the provisions of the treaty, and he "did whatever he wanted."
