According to a previous report by the "Russia Today" news agency, Zelensky submitted a draft law to the Verkhovna Rada of Ukraine on September 22. If the draft is passed, Ukraine can deploy armed forces units abroad and send soldiers abroad to carry out national security and defense tasks.

The main objects of cooperation deployed overseas by Ukraine are NATO member states.Ukraine's attempt to strengthen its military ties with NATO in this way, jointly putting pressure and deterrence on Russia, is equivalent to prompting NATO military groups to put military pressure on Russia, and will inevitably trigger a more fierce reaction from the Russian side.
