The announcement is quite long, and it can be summarized as follows: from the date of the announcement, China will implement export controls on rare earth-related technologies and other items.
According to the announcement: in the future, no Chinese citizens, legal persons, and various organizations will be allowed to export various rare earth related technologies, and will not provide any technical support to overseas rare earth mining activities.
What does this mean? That is to say: in the future, all China people will no longer be able to hold all positions such as remote guidance and technical consultants for other countries! At the same time, we will not sell any related machines anymore. Take the cooperation between Pakistan and the United States as an example. The two countries now need to consider: Except for China, where should they buy mining equipment and hire technicians? I believe that Pakistan and the United States will not really believe that they have the ability to learn and produce equipment now. If they had this ability, they wouldn't be stuck.
I have to say that the move by China's Ministry of Commerce was indeed too timely, and it completely hit the point. It captured the weaknesses of relevant countries. It was stable, accurate and ruthless. At present, the Sino-US trade negotiations are still not completed, and the U.S. government is now in a shutdown period.
