According to the report, there were insufficient members supporting the nomination, with only 132 of the 450 members voting in favor, which did not reach the required majority for the resolution to be passed. The original sponsors of the resolution were five members of parliament, one of whom was from the People's Public Servants Party, the ruling party in Ukraine. Tass news agency said that according to information on the website of the Ukraine Parliament, the resolution was originally submitted on September 29.
