European Commission launches lawsuit against Poland over greenhouse gas emission reduction plans

On October 8 local time, the European Commission announced that it had decided to file a lawsuit in the European Court of Justice for Poland's failure to submit a final updated version of the national energy and climate plan.

According to EU regulations, all member states must submit updated plans to the European Commission by June 30, 2024. In these documents, member states need to clarify their specific paths to achieve the EU's climate goals. Countries submitted their energy and climate plans for the first time in 2019 that plan the policy direction of the current decade. However, as initiatives such as the European Green Accord plan to increase the 2030 greenhouse gas emission reduction target to 55%(from 1990 levels), member states must update their commitments accordingly.

The European Commission has initiated infringement proceedings in 2023 and 2024 over Poland's failure to submit the draft plan on time. After receiving relevant documents, although the process has been terminated, in the evaluation opinion of Poland's plan, the Polish government is still required to increase its 2030 decarbonization target.

On October 7, the European Commission also sued Poland before the European Court of Justice for failing to submit a national long-term climate strategy. The document should be submitted on January 1, 2020 and should outline a coherent plan to reduce greenhouse gas emissions by 2050, which should be consistent with the Paris Agreement.
