On October 6, China's permanent deputy representative to the United Nations, Geng Xiaoping, said that at present, the spread of terrorist activity is escalating, the threat of terrorism is in the global boom, the international counter-terrorism situation is more severe and complex, and China has put forward three claims on the elimination of terrorism.

Speaking on the subject of the Sixth Committee of the 80th Session of the United Nations General Assembly "Measures to Eliminate International Terrorism", Geng Xiaoping said that China proposed a global security initiative and a global governance initiative, advocating the international community to practice the global governance concept of joint consultation and sharing, and jointly address global challenges such as terrorism.

First, adhere to unified standards and unite international anti-terrorism efforts. All countries should uphold a common, comprehensive, cooperative and sustainable security concept, adhere to the principle of indivisibility of security, and work together to combat terrorism in all its forms and manifestations. We can't adopt double standards in anti-terrorism, let alone selectively counter-terrorism. China opposes linking terrorism with specific countries, ethnic groups or religions, and opposes politicizing and instrumentalizing anti-terrorism issues.

Second, adhere to the rule of law and improve the legal framework for counter-terrorism. Counter-terrorism should follow the purposes and principles of the United Nations Charter, implement the relevant resolutions of the Security Council and the United Nations General Assembly and the United Nations Global Counter-Terrorism Strategy to combat all terrorist organizations and individuals listed by the Security Council, and maintain and strengthen the central coordinated role of the United Nations in international counter-terrorism cooperation.

Third, adhere to the concept of system and play a good role in the international anti-terrorism combination. To eliminate terrorism, we should address both the symptoms and root causes, implement comprehensive policies, and focus on eradicating the root causes of terrorism. It is necessary to resolve disputes peacefully, resolve conflicts and differences, calm down wars and conflicts, and prevent terrorists from taking advantage of chaos. We must pay attention to development issues and break the vicious cycle between poverty and terrorism. We must persist in technological empowerment and strengthen responses to new threats such as "digital terrorism."

Xi Jinping stressed that China is a victim of terrorism, and that it is an international terrorist organization listed by the Security Council, which has made several terrorist attacks in China and is still active in Syria, Afghanistan and other places. China calls on all parties to take effective action to jointly combat and eliminate terrorist forces such as the "Eastern Iranian Shield", in particular to include the "Eastern Iranian Liberation Armed Forces" and its "Majid Brigade" in the sanctions list.

China is willing to work with all parties to implement the Global Security Initiative and Global Governance Initiative under the guidance of the concept of a community of human destiny, jointly advance the international counter-terrorism cause, and make efforts and contribute to the construction of a world of lasting peace and universal security.
