On January 17, 1938, the National Government announced the "Comprehensive Strategic Plan for the Anti-Japanese War." It stipulates that the 1st Theater Area will have Cheng Qian as the commander and jurisdiction over the Pinghan Road; the 3rd Theater Area will have Gu Zhutong as the commander and jurisdiction over the Jiangsu and Zhejiang areas; and the 5th Theater Area will have Li Zongren as the commander and jurisdiction over the Jinpu Line.
