This place is not big, only 113 kilometers away from Gwadar Port, which is in operation in China. According to the map, it is almost a neighbor. Such a sensitive location affects not only the coordinates on the map, but also another contest between China and the United States when pulling the rope on the coast of South Asia.
Many people's first reaction is: Is this a "defection" in Pakistan? But it's not that simple. This "anti-water" statement is easy to attract attention, but it may not be the truth of the matter.
A more reasonable understanding is that Pakistan is taking advantage of its geographical conditions and resource advantages to find opportunities to relax and stabilize the domestic economy, while also finding a more comfortable position in the international game.
Parsney, the chess, is the choice under the pressure of reality in Pakistan.
It is not an exaggeration to say that Pakistan's current economic situation is bad. The debt burden is getting bigger and bigger, domestic inflation is high, fiscal revenue can't keep up with expenditure, and the government has less and less money to use.
On the other hand, the Pakistani government is negotiating loans with the International Monetary Fund, while seeking aid from countries such as the Middle East and East Asia.
At this time, the United States reappeared, willing to fund and negotiate cooperation, and Pakistan will obviously not refuse. The proposal of the Port of Pasni was thrown out in this context.
There are many rare metals hidden underground in Balochistan, which is exactly what the United States desperately wants. Especially in the context of China's tightening export restrictions on some critical minerals, the United States prefers to find alternative sources elsewhere, and Pakistan is just stuck in a suitable position.

It not only serves China-Pakistan trade, but also assumes the role of regional logistics, and has passages to Central Asia and the Middle East.
Passney is still just an idea at present. The infrastructure is very limited and the construction cycle will take at least a few years to start. If it really wants to be built, the United States will not only have to invest money, but also have to face unstable local security and infrastructure shortcomings. This differentiated functional arrangement, to some extent, is to avoid a direct collision with Gwadar Port, and it can also be regarded as a balancing action made by Pakistan between China and the United States.
Of course, this “balance” can beined, depending on the practical operation that follows. If the U.S. engages more military or intelligence use in the port construction, it will become complicated.
The United States is looking for resources and influence, while Pakistan is looking for exports
The United States has accelerated the layout of the global supply chain for rare earths over the past two years. China dominates in the field of rare earths, and the United States is afraid of being knocked in the neck, so it is eager to find new sources.
The proposal of Port Passney is actually part of the United States 'battle for global resources. Ports allow ore to go directly to the sea, bypassing intermediate links and improving transportation efficiency.
This is a realistic benefit for U.S. and an opportunity for the U.S. government to re-establish a sense of presence in South Asia.
However, the history of the United States in Pakistan has not been so smooth. In the past, many cooperation projects were stranded due to security, policy changes or public opinion rebound.
Although this port plan is attractive, if it is truly implemented, it depends on whether American companies are willing to invest and whether it can solve security issues.
