On the evening of October 5 local time, U.S. District Judge Karin Immergert of Oregon issued a temporary restraining order again,Blocking the Trump administration from deploying any National Guard to Oregon, including the deployment of a "federalized" National Guard from California.

The day before, the federal judge, who was appointed by Trump in his first term, ruled that the Trump administration was temporarily prohibited from sending 200 Oregon National Guard personnel to Portland, Oregon, on the basis of "the lack of evidence that recent protests require increased troops."

Earlier that day, the U.S. Department of Defense that Trump had ordered about 200 ¡°federalized¡± California National Guard personnel to be relocated from the Los Angeles area to Portland City to ¡°assist the U.S. Immigration and Customs Enforcement and other federal personnel in carrying out official duties, enforcing federal laws and protecting federal property.¡± The National Guard belongs to the state militia force and is usually only commanded by the governors of the states unless they are called to perform federal tasks.

The two Democratic-dominated states of California and Oregon subsequently jointly filed lawsuits in federal courts to try to prevent the deployment.

The Democratic governor of Illinois, Pritzker, said on the same day that Trump was also ordering the deployment of 400 members of the Texas National Guard "to perform missions in Illinois, Oregon and other U.S. locations."Pritzk called on Republican governor Abbott to immediately withdraw his support for the decision and refuse to coordinate.
