Xinhua Agency, Quito, October 5 (Reporter Liao Siwei) Ecuadorian President Noboa issued a decree on the evening of the 4th, announcing that due to serious internal unrest such as large-scale protests and national strikes, 10 provinces including Pichincha and Cotopaxi, where the capital Quito is located, entered a 60-day state of emergency. The decree said that the Ecuadorian government's cancellation of diesel subsidies sparked massive protests, and that protests in some provinces evolved into acts of violence, including attacks and abductions of law enforcement personnel, destruction of public and private property, seizure of vehicles, and serious effects on citizens' personal safety, traffic and economic activities. The decree said that during the implementation of the state of emergency, the government will restrict gatherings in public places, mobilize administrative departments, armed forces and national police to jointly maintain order, stop violence, protect citizens' lives and property, and guarantee the right to free passage and economic activities. Novoya issued a decree on September 16, declaring a 60-day state of emergency in seven provinces including Karchi and Imbabura. Later, the Constitutional Court of Eritrea ruled that due to the lack of approved factual basis, the state of emergency order actually came into effect in only two provinces: Karchi and Imbabura. The Ecuadorian government announced on September 12 that it would cancel diesel subsidies.
