According to the Egyptian Ministry of Foreign Affairs, the statement said that the eight foreign ministers welcomed the measures taken by Hamas on the "20-point plan", appreciated Hamas's announcement that it was "ready to hand over the administration of Gaza to the Palestinian Transitional Administrative Council composed of independent technical experts", and stressed the need to immediately start negotiations to agree on a mechanism to implement the proposal and solve all its problems. The eight foreign ministers welcomed Trump's demand that Israel "immediately stop bombing and start implementing the exchange agreement".

The statement said that these developments provide opportunities to achieve a comprehensive and sustainable ceasefire and solve the severe humanitarian situation faced by the people in the Gaza Strip. The foreign ministers of the eight countries called for an immediate end to the war in Gaza and a "comprehensive ceasefire agreement" to ensure that the Palestinian people are not displaced, provide unrestricted humanitarian assistance to the Gaza Strip, refrain from taking any measures that threaten the safety and security of civilians, and release detainees.

The statement also said that the eight foreign ministers called on the Pakistani authorities to return to Gaza, unify the Gaza Strip and the West Bank, reach a mechanism to ensure the security of all parties, to ultimately the full withdrawal of Israeli troops and Gaza reconstruction, and to open a path to just peace on the basis of the "two-state plan".
