Ramallah political analyst Ismail Mansour said Hamas’s statement highlighted positive aspects such as the release of detainees and the transfer of control to Palestinian institutions, but deliberately avoided understanding sensitive issues such as disarmament. In the post-war control arrangements in Gaza, Hamas agreed to transfer the control to an independent Palestinian agency based on national consensus and supported by the Arab and Islamic States, rather than accepting the “peace council” composed of Trump and others as originally planned.

Hamas also stated in the statement that all issues relating to the future of Gaza and the broad rights of the Palestinian people should be resolved within the framework of the Palestinian nation’s self-determination, in accordance with international law and relevant international resolutions, and that Hamas will participate and contribute. Gaza political analyst Tysil Abdullah said this reflects Hamas’ “clear rejection of the provisions relating to the original plan, and that the organization is not willing to be excluded from the future governance arrangements of Gaza, but strives to be a central participant in deciding the fate of Gaza.”
