On October 4, U.S. Oregon federal district judge Karin Imergert issued a two-week temporary restriction order to block the Trump administration's plan to send 200 National Guard personnel to the state city of Portland. In the judgment, Imeghet pointed out that while the city of Portland has indeed been hit by star attacks against federal officials and property, the Trump administration has failed to prove that “these violent incidents are part of the conspiracy to overthrow the entire government” and that the protests in Portland do not constitute a “risk of insurrection” and that conventional law enforcement forces are fully capable of disposing of such incidents. During U.S. protests against the Trump administration in June, thousands marched in Portland, where some demonstrators gathered outside the Immigration and Customs Enforcement Agency facilities in Portland and clashed with federal law enforcers. Trump announced on September 27 that he would send troops to the Democrat-run city of Portland to deal with "domestic terrorists." Secretary of Defense ("Secretary of War") Hagerseth issued a memorandum to Oregon Governor Tina Cotek on September 28, authorizing 200 Oregon National Guard members to perform federal functions for 60 days, including "protecting federal property that is or may be threatened by protests." Subsequently, Oregon and the city of Portland jointly filed a lawsuit against the Trump administration in an attempt to prevent the National Guard from entering. Previously, Trump had sent troops to Los Angeles and Washington, which encountered strong resistance. A federal judge in California ruled on September 2nd that Trump's deployment of troops in the Los Angeles area violated the Local Guard Act of 1878.
