You may not imagine that Ukraine actually threatened to bomb Putin's presidential palace.
This happened on September 23, when Zelensky went to the United States to meet with Trump and wanted the United States to supply Ukraine with more than 2,000-kilometre-range cruise missiles, and also vowed that if Russia did not want to stop the war, they would bomb the Kremlin.

But the Russian side is not afraid of this threat, and their response is simple.
On September 28, a reporter asked Russian President Peskov, “What would Russia do if Ukraine attacked the Kremlin?”
Peskov replied, “It’s better not to discuss this topic, everyone knows the outcome.”
The vague response stirred people's imagination. Perhaps Russia will take strong retaliatory actions against Ukraine, but it is not prepared to be too specific.
Some media analyzed that based on Russia's consistent behavior, if Ukraine really dares to attack the Kremlin, they may take two retaliatory measures. One is tooth for tooth, you hit my capital, then I hit yours.。 Directly attack the highest authority institutions such as the Presidential Palace, Parliament Building, and Ministry of National Defense of Ukraine and destroy them.
I don't know that the two sides have been fighting for so long, but there has always been a tacit understanding.
