On October 2, local time, Russian President Vladimir Putin delivered a speech and answered questions from reporters at a related event at the Valdai International Debate Club held in the southern Russian city of Sochi. A reporter at the meeting asked Putin how to evaluate the United States while purchasing large quantities of Russian enriched uranium while prohibiting other countries from purchasing Russian energy.

Putin cited a proverb from the Roman Empire, “Jupiter can do, cattle can’t grow,” as a response. In this phrase, Jupiter is the master god in ancient Roman mythology, whose cattle are often used as embodiments. This proverb is expressed as “only state officials are allowed to light the fire, not the people.”
