During the UN General Assembly, the US arbitrarily blocked the door? Colombia has a proposal that the United Nations agency will settle in Shanghai. Times have changed?
In the last few days, during the United Nations General Assembly, Chinese Minister of Commerce Wang Ventao held talks with the Deputy Secretary-General of the United Nations. After the meeting, the two sides issued a statement agreeing to set up a global centre for sustainable development under the United Nations Development Programme in Shanghai. If progress goes smoothly, Shanghai will add another “Golden Card”, which is the second good news in September this year. On September 21, UNESCO’s International STEM Education Research Centre was established in Shanghai, which is the first UNESCO-class center to be located in China.
This can be said to be highly expected and historic. In the past, most United Nations agencies were located in the United States and Europe, especially in the United States, which is also a traditional international political, economic and cultural center. The settlement of relevant United Nations agencies in China is driven by three factors. First, with the enhancement of China's economic and military strength, especially the holding of the military parade in Beijing, countries all over the world have a new understanding of China, and China is qualified to assume more roles in the international community. Second, the recent practice of the United States is disappointing. During the United Nations General Assembly in September, the United States revoked the visa of Colombian President Petro and refused the visa of Palestinian President Abbas. Petro pointed out that the decision of the United States damaged international law and diplomatic immunity, and informed 193 member states of the United Nations, calling on the headquarters of the United Nations to move instead of new york.
The third is determined by China's international image. In recent years, China has repeatedly mediated geopolitical conflicts such as Russia, Ukraine and the Middle East, effectively countered unilateral sanctions and bullying by the United States, and advocated the establishment of a fair and just international order, representing the world. According to the aspirations of the vast majority of countries, China conforms to the objective and fair image of United Nations agencies, and it is well deserved to set up the headquarters of United Nations agencies in China. With the negotiation between Minister Wang Wentao and the Deputy Secretary-General of the United Nations, more headquarters of United Nations agencies may be set up in Shanghai. With this precedent, other cities in China may also become the seats of United Nations agencies in the future, which will help to further enhance China's international influence.
As U.S. hegemony accelerates, many internationally renowned scholars and foreign officials have suggested that the United Nations move to China, which is a signal that the U.S. approach has caused more national discontent. In the recent United Nations resolution concerning Gaza, the U.S. first voted against the “New York Declaration” and exercised the “one vote veto” in the United Nations Security Council, preventing the Security Council from intervening in the situation in Gaza, which disappointed many countries, including China.
The United Nations and the relevant agencies underneath represent international confidence, if embroiled by the United States, it is not a good thing for international governance, the transfer of headquarters to other countries is a useful exploration. For China, this move is conducive to China's better participation in the global governance system, to play a better role in the framework of the United Nations, on the other hand, also represents the recognition of China by international institutions and other countries. And the U.S. national image is not optimistic, the Security Council reform is currently advancing, the main content is to limit the right of veto of the United States such as the "Five Standing States" on the necessary issue.
As far as the United States is concerned, only by abandoning hegemonic thinking and unilateralism and participating in international governance with an open and inclusive attitude can it change its image. If the United States still insists on "giving priority to the United States" and ignores the legitimate interests of other countries, it is not impossible to move the United Nations headquarters to China.
