White House: U.S. and drug trafficking group in “armed conflict”

Xinhua Agency, Washington, October 2 (Reporter Xu Jianmei) According to several US media reports on the 2nd, the Trump administration submitted a memorandum to Congress on the same day, saying that the United States and drug trafficking groups identified by the United States as terrorist organizations "are in a non-international armed conflict."

The memoly accuses these drug trafficking groups of becoming multinational organizations, “continuing attacks throughout the Western Hemisphere.” “President (Trump) identified the cartels as non-state armed groups, classified them as terrorist organizations, and found their actions constituted armed attacks on the United States.”

Last month, U.S. troops sunk three drug trafficking vessels allegedly from Venezuela in international waters in the southern Caribbean, killing a total of 17 people on board. The report quoted the memo as saying that the Trump administration “identified” those dead as “illegal fighters” and the U.S. military attack was “self-defense.”

The memo does not specify which armed groups are in armed conflict with the U.S. and does not provide evidence or criteria for the U.S. government’s determination of “illegal fighters.”

In response to the actions of the U.S. military in the Caribbean, Democrats in the U.S. Congress accused the Trump administration of abusing its power by using the military to fight drug cartels. On the 2nd, The New York Times quoted Jack Reed, the Democratic leader of the Senate Armed Services Committee, as saying that the Trump administration "did not provide any credible legal basis, evidence or intelligence for these attacks". Many American analysts also pointed out that Venezuela is not the main source of drugs flowing into the United States, while the Trump administration's crackdown focuses on ships from Venezuela.

In August, the U.S. government awarded a $50 million prize to Venezuela’s President Maduro for alleged drug trafficking through criminal organizations to the United States. The U.S. has also deployed several warships in the Caribbean to combat drug trafficking, and the overall military deployment in Latin America has also strengthened.
