The next day after the General Assembly was convened, the senior U.S. Air Force general announced his retirement.

According to the U.S. "Congressional Mountain" on October 2, the day after the US Defense Secretary Hegerseth summoned the global U.S. General's speech, U.S. Air Force Major Thomas Bisil applied for his withdrawal.

On October 1st, local time in the United States, Bissier said in a letter of applying for retirement published on social media that retirement was due to "personal and family reasons".

Since December 2022, Bissier has served as the top commander of the U.S. Air Force Global Strike Command, commanding all U.S. air-based and land-based strategic nuclear strike forces. In July, he was nominated by Trump as the next Air Force deputy chief of staff, but Aviation Week reported in early September that Bissier's nomination was withdrawn.

The Global U.S. General Conference was held on September 30th at the Marine Corps Base in Quantico, Virginia. At the meeting, Hegseth told the generals: "Those who don't agree with my views can leave. If what I said today makes you unsatisfied, you can choose to resign immediately. The sooner we find the right person, the sooner we can promote the new policy". After that, US President Trump took the stage to speak, saying that whoever wants to leave can leave, but these people have to give up their future.
