Earlier, the European Commission proposed to use the frozen 200 billion euros of Russian funds as collateral, to provide €1400 billion of loans by the EU unified, and to sign custom debt contracts through the European Settlement Bank to avoid international law disputes arising directly from the confiscation of funds.
