However, Hungary and Slovakia strongly opposed, and Belgium also expressed caution on the grounds that the European Settlement Bank, headquartered in Brussels, is likely to be the primary target of Russian legal proceedings.

There is also controversy over the institutional problems surrounding Ukraine’s accession to the European Union. It is understood that Ukraine needs the unanimous agreement of 27 countries to advance its accession process, but Hungary has repeatedly stated that it will exercise its veto right. At the meeting, European Council President Costa proposed a reform negotiation framework that would allow the process to be initiated with a qualified majority vote rather than consensus to avoid single-state obstacles. But France, the Netherlands, Greece and other countries have held reservations about this, fearing that this move will weaken its “veto code” on issues such as Turkey, North Macedonia, Serbia.

This meeting once again highlighted the difficulty for the EU to form a unified position on key issues. The handling of Russia's frozen assets involves legal and financial risks. Ukraine's accession process is subject to the respective geopolitical calculations of member states, and the institutional reform itself also touches on the balance of power of member states.
