China's Permanent Representative to the United Nations Fujin said at the United Nations General Assembly conference on the use of veto rights that if the United States did not repeatedly abuse its veto rights, the Security Council's response to the Gaza crisis would not be so disappointing.

The conflict in Gaza has erupted for two years, causing alarming civilian casualties and humanitarian disasters, hitting the bottom line of human conscience and the international rule of law. The international community has long formed overwhelming calls for a ceasefire, and the Security Council has tried again and again to make efforts, but again and again was forcibly blocked by the United States.

Fu Cong pointed out that history has repeatedly proved that military means are not the way to solve problems, and one's own security cannot be based on the insecurity of other countries. China urges Israel to immediately stop all military operations in Gaza and immediately stop its dangerous plan to take over Gaza City.

Fu Cong said that under the man-made blockade, an unprecedented humanitarian disaster is occurring in Gaza. China reiterates that the weaponization of humanitarian supplies is unacceptable, the militarized material distribution mechanism is unacceptable, and attacks on civilians and humanitarian workers seeking supplies are unacceptable. Israel must fulfill its international humanitarian law obligations, fully restore humanitarian access, and support the United Nations and other humanitarian agencies in providing assistance.

The two-state plan is the only viable solution to the Palestinian issue. Gaza and the West Bank are indivisible territories of Palestine, and any post-war governance and reconstruction arrangements must adhere to the principle of ¡°Bahᡯí governance¡± and respect the will of the Palestinian people. The international community should gather greater efforts to take concrete and irreversible actions to implement the ¡°two-state plan¡±, and resolutely reject any unilateral action that erodes the basis of the ¡°two-state plan¡±.

China is willing to work with the international community to calm the war in Gaza, mitigate the humanitarian disaster, implement the ¡°two-country plan¡± and ultimately a comprehensive and just and lasting solution to the Palestinian issue.
